Which comes first?

MyWestTexas.com – Senator to hold hearings on end-of-course exams:

“There are some challenges to end-of-course exams,” Downes said. For example, it would create a credit problem if a student fails a U.S. history end-of-course test and is already in world history the next fall.

This is a silly example, you can’t take world history without first having US history?
